The budget allocated to manage the project, $10,000 was almost all spent trying to deal with the issues, but not yet successfully. Perhaps volunteers can work towards resolving the outstanding issues.
As an example of the blockage: Any group, even if informal, that seeks a grant - or even passes the hat twice a year for a few bucks to pay expenses for a public benefit project - under recent law must buy a "Basic Business License" for $300. This was just waved for these micro-grants, but that was after the original deadline. 1D has discovered about a dozen other blockages, and each will take several weeks of work to resolve.
The total time and money at latest tally for dealing with the blockages as several weeks, and over $600. This is a ridiculous burden for the 20 project limited to $200 of expenditures.
Documentation of results, and of expenditures were to be hand delivered between 6-8pm on June 8th, Monday eve, to ANC1D Acting Grants Manager at 3182 Mount Pleasant Street NW. (Don Juan's Restaurant).
22 Grant Projects started April 15. First reports were due at 8pm June 8. The projects may continue their operation until further notice while 1D's staff find ways around DC agency blockages, and so projects can formalize their organization and establish bank accounts.
